Oil Tank heaters

For several years Indy cars used a homemade oil tank heater using a length of conduit with some sort of a resistance heater with a filler material in it to heat the oil before starting the motor. Some put timers or rheostats on them others just a cord & plug. Does anyone know what these were made of and how to make them?Thanks.
